Achieve North American Emission Compliance
Boshart provides emission certification testing services to vehicle manufacturers for compliance with United States Enivornmental Protection Agency (EPA) and California Air Resources Board (CARB) regulations as well as NTR and Environment Canada. We provide comprehensive certification plans in order to help our customers:
- minimize development & certification costs
- assure compliance with all requirements, including: emissions standards, durability requirements, on-board diagnostics (OBD), phase-ins, fleet averages, warranty and in-use compliance.
Support can be as simple as clarifying regulatory language up to and including the development and completion of a turnkey emission compliance plan for EPA certification. This compliance plan includes complete Part 1 and Part 2 data generation, compilation and submission for all required durability and emission testing for the EPA Certificate of Conformity and CARB Executive Order issuance.
North American Emission Certification/ Homologation Programs
Our Five Phase Emission Certification Program helps customers identify the necessary requirements from emission control system development, through emission testing and certification to planning for all post certification/sale compliance activities and action items:
1. Detailed Emission Certification Strategy
- Based on manufacturer requirements
- Includes all details of Phases 2-5
- Detailed schedules and costs
- This first phase is the foundation for all of the subsequent multi-year compliance requirements and activities. The Phase 1 report is a standalone document providing the roadmap for compliance before, during and after the issuance of the EPA Certificate of Compliance.
2. Consultation, Certification Requirements
- Regular updates of regulatory changes
- Updated information regarding Catalyst/Evap/OBD systems
- Scheduled consistent meetings
- Consultation with EMS Supplier
- Liaison with CARB/EPA
- Further Consultations as needed
3. Durability Test Fleet/Development
- Evaluation of intended EMS and Catalyst System in U.S.
- Initial OBD System Exercise in the U.S.
- Initial Quality Evaluation
- Hot & Cold Weather Testing
- Final determination of Emission Standards and OBD requirements based on Expected Sales Volume
4. Certification Activities
- Activities related to Emission Standards Compliance
- Activities related to OBD Compliance
- Cafe & GHG Compliance
- CARB ZEV Compliance
5. Post Production Regulatory Requirements
- End-of-line testing
- Production reports
- GHG & Cafe reports
- NMOG & NOx fleet average report
- Emission Warranty Defect reports
- In-use emission testing
- Running change documentation
- Continuing EPA/CARB liaison
- Recall activities (if needed)
- Subsequent model year certification requirements
